Drupal 7/8 will reach end-of-life status in November, 2021, and Drupal 9 will be released in 2020.
It's been our experience that most organizations don't budget the time, money, or resources needed to properly upgrade (migrate) Drupal from one major version to another. Luckily upgrades will become much simpler in the future, so hopefully this session won't be needed after 2022.
Recent releases of Drupal 8 (8.5.x and 8.6.x) have introduced a slew of amazing new features built into the core code. One of those new features brings back the idea of upgrading your Drupal 6/7 site to Drupal 8. It's still technically a migration to a fresh site, but it feels like an upgrade with a big easy button. You can now enter some basic information about where the old site is located, click a button, and most of the architecture and content will be migrated.
Simple sites can be migrated in minutes to hours, while more complex sites still migrate faster, but may require days to months.

I can't recall exactly how many times we've seen botched or poorly planned/executed migrations, but a client that approached us recently is in a pickle that's unfortunately not unique. They have been working on a Drupal 6 to 7 migration so long, they're actually considering scrapping their work to date and going directly to Drupal 8.
